2003 range rover horn and interior dome lights.

my horn recently stopped working and the lower dome lights are not working on my 2003 range rover.I checked all fuses and they seem to be fine.also, the remote key doesnt work.the battery is fine, because the red light is showing when you press the key.any suggestions?i was told possibly its the body control module.??
