Could be low on pressure or in fact have a bad pressure switch. Another possibility would be your electronic fan, if it has failed and won't come on, the ECU won't let the compressor to activate.

is the elcetronic fan for the heat as well? if so, my heater is working fine. Ill start with the pressure switch, where is it located?

The fan is in front of your radiator. What "rover" do you have? Discovery or Range?

Don't just start throwing parts at it. If you aren't familiar with the system and how to test it then take it to a small shop that works on them and is familiar with testing.

I totally agree, and i took it to the only Land Rover repair shop I could find in my whole state and after $425 they couldnt figure it out. They installed some type of "tri" ?? valve and recharged the system, but it still wont come on without hot crossing the wires. So, I took it home to my shop and am trying to diagnose it before I waste any more money on it. It is a 96 Range Rover 4.0 SE.
