Thats normal for the nav radio to stay powered up after the keys off, as for the owners manual and nav cd's look on ebay.
As for concerns keep an eye on the intakes and head gaskets and wheel speed sensors for the abs system can give you problems

Check with a dealer.
If they can't help you...
Ebay has been a savior for the little parts on my RR.
Search for "Range Rover Navigation"
I saw several OEM nav cd's listed in Ebay Stores.

welp, i talked to my dealer, and they said it would be cheaper to buy the cds from navtech, and i called them, its $200 for all of US and canada..
so im thinking of just ripping the factory out, and having say a tomtom custom installed, color, and voice, lots better than the stocker

The radio will probably stay on and the windows will work until you open a door.
These are standard fade out procedures for high end vehicles.
I saw a bunch of different NavTech cds on Ebay for $39-$59 each.
If you search on some different word combo's you may find some up for auction that are going for pennies.

i thought that it would go off on the door opening, but it doesnt, and it looks like someone has installed a stereo in it before, so they probally fubared something, and the radio kinda hangs a little out, and will not "click" back in..

If the previous stereo was a Do It Your Selfer install they may have hooked the constant on wire for the memory up to the power that should be switched with the key.
If it is the factory deck; just don't touch it with the key out! Mine locked up and I had to go to the dealer for the code.
So do you just turn it off when you get out?

so on the stereo uninstall, is it just the "ford pulling pins" from the front?? is there anything else that locks it in ????

If it is locked the pins should do the trick.
You said that it doesn't mount flush or click in right now?
If this is the case. Someone has probably already broken the tabs when pulling it the first time.
With the key on and the radio on try to gently ease it out.
It may just come right out. Mine did and still does.
Again, you MUST have the radio code in case of an accidental disconnect.
The code is a 4 digit number that is unique to your VIN.
If you don't have it and your dealer is cool they will give it to you for free over the phone.
They may ask you to go to the dealer and show proof of ownership.
I also found a website that will sell you the code for $30-$40.
I tested it out and it came up with the same code as the dealer.
