by the way I love all rover and this is the only SUV i would buy

If you don't know of a good shop in your area, I would ask around (auto parts store, gas station, friends, etc.)
with vapor out of oil filler tube(especially after warmup), you may have more issues than a sticking lifter.
depending on how much vapor
If you take it in, ask questions and expect answers that you can deal with.
If it were me I'd take it in even if it were to the rover dealer.
I doubt they're the cheapest, but they had better be able to give you a decent diagnosis. (in writing)

The "bottom line" here is that--if-- after using the flushing agents described , the lifter noise does not go away, then you have a rocker arm and/or rocker shaft problem, which is not uncommon on these engines (especially if they were not serviced properly). If the noise persists, have a shop connect a mechanical oil pressure gage (on the front timing cover --after removing the oil pressure sending unit) and verify the pressure is up to spec. If so -- then you are probably looking at valve-train repairs. If a valve(s) is sticking in the cylinder head (another known problem area) it will cause a engine mis-fire and usually illuminate the Check Engine Light (CEL) when the computer stores a number of sequential misfires.

i have just found the problem the head gasket need to be replace and rocker shaft problem i have pay LRDealership to locate all the problem with reg they charge me $55.00 and they advised me that the cost of it is part for head gasket is online price $290.00 dealer price $500.00 rocker shaft $514.00 labor is $1500.00 also Valve grind $300.00 (possibility).  and they that will fix everything.
they have also include these need to be fix also
Oil pan gasket $206.98
Rear diff pinion seal $310.00
T-case output shaft seal $325.00
Heater core o-rings $525.00
but you know i doing it my self now that i have found the problem  
REMEMBER, it's only a machine

I had a similar issue with an older RR a few years ago and I used two bottles of Lucas oil treatment with each oil change in addition to the de-sludge and that seemed to help as well.
