Discovery Parking Brake Handle Hot

This concerns a 1996 Land Rover Discovery.  The brass pin that holds the parking brake handle and acts as a pivot pin gets so hot that it left a blister on my friends hand.  Has anyone got any experience with this situation?

It is sitting right on top of the tranny and is picking up heat from there not your brake, it is normal.

ground cables are damaged and using the e brake as a ground
