Could someone put a meter on their cig lighter socket with the key on, and key out and post the values they get please.

After your last issues, why are you picking on you lighter, or has it quit?
If you are looking for the voltage, should be in the high 13.8 plus range since there is not resistor in line for the lighter.

Yes, I know that... I mean when the vehicle is off with no key in the ignition. My short is intermittent and I'm seeing various voltages in places I don't think they should be but I need to know what 'normal' is to have something to compare with.
