Could someone put a meter on the two sides (with the fuse removed) of F20 (Disco II) in the passenger fusebox and send me the two values they get? I'm trying to confirm that's where my short is but I don't have a reference to compare to. If this proves to be the issue, next step is figuring out where the actual short is happening. If you could take the time I'd really appreciate this. It should be ~13V on the left side, it's the right side I'm concerned with.
