So, all the power supplie issues I thought I had found were unrelated to the cluster drop-out I was experiencing. I did find the real root cause last night and the good news is it was not anything I did. The factory ground connector at the passenger footwell was dropping out intermittantly and providing poor ground. I've cleaned it and got things working again but I'll also be doing bypass taps into it to another good ground this morning.
