EDIT: After your last post, I think it's a battery issue.  Get it checked like I said in your other post.  The SRS system operates on voltage signals, and any change in the system's power can throw it off.  Get it checked and post up your results.

What year is your Rover?  Also get your codes pulled, I can't recall if the SRS system will throw a code specifically or not, but it's the best place to start.  Act fast though, that is a rather important system to the safety of you and your vehicle's occupants.

well..since its a 96, air bags should be serviced after 10 years, so you're due for a check on those anyway. I'd say take it by your dealer and say you need the air bags checked, and they should get to the bottom of the SRS warning.

Since the P1703 code is a manufacturer code, we'll need Disco Mike or someone more expert than I to fill us in on what specifically that code means.

The only way to find out for surewhats wrong/ repair and reset the SRS light is with a lap top scanner like an Auto Logic scanner or the dealers test book.
Low voltage is a possibility but if it is going on and off, I would rull that out and look at the seat belt sensors, this of course won't help you because it takes the scanner so go find a shop.
