My windshield wipers decided to park upright last month, just prior to the the wiper delay decided to quit. I have looked in the wiring diagram and there is not a control unit for this. Is it in the main ECU??

No, it is the park switch inside the wiper motor causing the problem, you'll need a new motor to correct it.
