My ignition key won't turn in the barrel and there are alot of metal filing around its mouth. Is this a common problem with the Discovery TD5 1999? Can I do anything inexpensive to resolve it?

It's only common if you have alot of keys/weight hanging on your key chain. If you are able to get the key out, try and save your tumblers by blowing out all the metal, lite lube and have a new key made using your original key code number.

Are all LR keys as expensive as my '01 Ranges?  Dealer quoted me $185, plus shipping, plus a 2 week turn around.  Apparently the '01s are hand cut in England, as opposed to newer Ranges are laser cut and can thus be replicated by a machine domestically?  Are Discos the same way?

No,
With a key code number and a blank from the dealer, you can go have a new key cut easily.
