I tried the switch turned it over and no click. windows, door locks, and starter do not work.

Is your battery fully charged ?
All those things lead to the fuse box - did you get any water 'inside' the truck ?
Stick ur head under the dash and pull the fuse leading to the starter / radio / cig lighter / p. windows
let us know what you see there ..
definitly reset that switch like mike said.
if you vehicle is stuck in gear .. How did you move it when all 4 tires won't budge ? if it's out of park - you should be able to move the gear selector, if it's stuck in park and you're not getting power, than you have to manually change gears underneath ... (learned that the hard way :P )

Hydro lock, yah ... but enough power to snap a rod or break piston head ?
I've hydro-locked everything from 2,3,4,6,8,10 cylinders ... *crosses fingers* but never broke anything yet...
Definitly did figure out a 1999 ford taurus with 3 people in it still floats, lol

Sure. Has much to do with how fast the engine is turning at the time :-)

He has already said he has no water in the air filter, so let lean toward what may be going on.
As for hydro-locking and engine, most alloy engine will blow out a cylinder wall if the piston takes more then an inch of water.
Check the main fuse block, is the main fuse, a 130 amp, has it popped?

all fuses are good, don't know about the relays though. if the car was in reverse when in shorted (or what ever it did) could that be why it turn over. i know you said DII are not prone to that sort of thing.
