My 03 RR has the EAS stuck in highway mode.  The inhibitor light is stuck 'on', ie it won't go off when pressed.  Therefore, you can't lower or raise the car.

Compressor is working.

No faults showing

Any ideas or suggestions would be appreciated.

Bad switch throw maybe?  The switch just isn't being affected by the movement of the button!  Could be a wire issue....oorrrr maybe a height sensor...hrm..

Dealer says its the compressor and some valve.  Long story short, $1300.

Stop and check your options.  you can buy a reconditioned compressor for a couple hundred, and a new valve body for not much more.  Pretty easy to put in yourself.  Also you can look into a complete spring conversion...not sure if there is a kit for mk IIIs, but that''''s the same boat I was in with my ''''01.  I had 2 blown bags in the rear, $2100 to fix, or $1800 to convert to coils.
