Well, it runs fine at first. Then, when I come to a stop and start back up again it all goes to crap. Seems like its missing, or the timing is all out. How do I lean the o2's?

You cant "lean" the O2's, the computer has to "re-learn" the trk since you havew made changes. Everytime you make a change in the way it runs the computer has to "catch up".
It is a learning ECU, it adjusts everything to keep the engine running at optimal levels, usually takes 400 miles.

I get it now. I didnt catch the typo. So are you thinking once the computer catches up and I reset the reminder the performance will improve as well?

If everything else is good, and it sounds like you have replaced everything, I have the attention span of a two year old and your post was very long, but if you replaced everything then yes, the ECU needs to catch up. I have heard of this before, if you replace the O2's right away, before a "hard fault" is stored then replacing them will have immediate results. But if a fault is there for a long time then it has to work its way out.
The memory of the computer is like a caller ID, fault # 20 will become #21 the next time you drive the trk, then it becomes #22, and so on until it is erased. If it stores the last 50 codes and #2 is a fault code...well you get the idea. I have no idea how many codes the LR ECU stores but the GEMS (you have a DI right?) engine manegment takes the last four hundred miles of driving habits and adjusts everything to best suit your driving habits.
Change your driving habits, or anything that the computer uses for info, like O2's, and it has to re-learn.
Does that make sense? I know that I am not exact in my description, but you should get the idea.
As far as turning it off and then restarting it, how long are you letting it sit before you restart it? Seconds? Minutes? Hours? If it is hours then you still have a problem, if it is seconds then I would say no problems.

Find an indy shop with a Rover scanner and have your performance memory reset. Your computer will see that you have new stuff on it immediately.

As for your stumbling problem, what does your oil look like (before the change), are you loosing coolant? A friend of mine had this exact problem. After 2 head gasket changes and several flushes, they finally found a bent valve. Only stumbled part of the time. Might not be your answer, but something to think about.

Spike, I understand what you are meaning. It is a D1 btw. I am asuming that even if I 'erase' the codes with my scanner, the ecm will still hold on to some memory of them and still need to be reset.

okdiscoguy, the stumbling problem is too intermitten to be a stuck/bent valve. This is more atmospheric related, as in if the engine is cold it will be fine (kind of) and when it warms up its goes to crap. And when it does go to crap, I will drive and slowly it will 'catch up' (or progressively improve) to itself and drive fine, till I stop again.

I have a 96 disco and I had the same problem with it running bad when it got hot and I was in traffic and my AC was running all day and I dont know a lot about codes but my buddy ordered me a new mass air and it fixed the problem and havent had it again Might not help just sounds familiar

I am thinking that as a last resort. But the codes just dont point to it (yet). I may just to see what happens, but its a lot of money for a 'just to see' - so I will do that last.

Interestingly enough, there is no 'reminder box' in my truck - should I be concerned about that?

Just an update, the temp sensor and the crank position sensor didn't work. The only thing left to do is go to the DMV, get a 72 hour operation permit and go waste money on driving the 495 loop around DC.
