If everything else is good, and it sounds like you have replaced everything, I have the attention span of a two year old and your post was very long, but if you replaced everything then yes, the ECU needs to catch up. I have heard of this before, if you replace the O2's right away, before a "hard fault" is stored then replacing them will have immediate results. But if a fault is there for a long time then it has to work its way out. The memory of the computer is like a caller ID, fault # 20 will become #21 the next time you drive the trk, then it becomes #22, and so on until it is erased. If it stores the last 50 codes and #2 is a fault code...well you get the idea. I have no idea how many codes the LR ECU stores but the GEMS (you have a DI right?) engine manegment takes the last four hundred miles of driving habits and adjusts everything to best suit your driving habits. Change your driving habits, or anything that the computer uses for info, like O2's, and it has to re-learn. Does that make sense? I know that I am not exact in my description, but you should get the idea. As far as turning it off and then restarting it, how long are you letting it sit before you restart it? Seconds? Minutes? Hours? If it is hours then you still have a problem, if it is seconds then I would say no problems.
